CONSTITUTION:A previous forecast inferring means 13 forecasts the gas leakage on the initial stage before the alarm level, and the measures against the gas leakage, etc., are instructed on the initial stage based on the forecast. In addition, an intention determination supporting means 14 estimates the dangerous degree and the magnitude of damage from sensor information and the initialized information after the initial measures, supports intention determination whether a processing should be continued in the precise environmental space or an operator should be evacuated, and ensures the judgment of the operator. Thus the suitable disaster preventing measures can be taken on the initial stage, and safety and productivity can be increased.
