Further an evacuation route inferring means 15 infers and instructs the suitable evacuation direction according to the place and magnitude of the disaster occurrence, controls a communication panel 33 according to a determined evacuation pattern, and displays the evacuation route. Thus the suitable disaster preventing measures can be taken on the initial stage, the evacuation instruction can be suitably issued, and the safety and productivity can be improved.
