PURPOSE:To guarantee the transmission quality of a virtual circuit(VC) and further to cause a time needed for the set of the VC to be minimum by receiving a transmission band where the VC is used from a terminal to output the setting request of the VC and executing the reservation of resources needed for communication when the VC is set to a communication network. CONSTITUTION:A network termination equipment(NT) executes incoming call processing (814) to an incoming terminal. For the incoming call processing, for example, the bell of a telephone set is rung in an existing telephone network and the telephone set becomes off-hook. Namely, when there is a response from the incoming terminal, the NT regards the set of the VC is completed and prepares a VC set ending packet. Then, the packet is delivered to a node (815). The VC set ending packet is transferred (816, 817, 818) in the communication network along a reverse direction VP set by a VP setting order, and delivered to the NT receiving a calling terminal. A terminal receiving the VC set ending packet instructs a terminal, which executes the communication, to start the output of a data packet.
