Therefore, at the time of descending, the conveyor frame 3 rapidly falls when load torque is small and the descending speed thereof decreases as load torque becomes larger and, at the time of raising, the conveyor frame 3 rapidly rises as the load torque becomes larger to avoid overload and operation is performed in such a state that tension is always added to the take-up rope R.
