PURPOSE:To improve the efficiency of work, by cultivating plants in a mixed- earth bag, after the bag is fixed on the face of slope from the upper section of a net unit stretched on the face of slope via a retaining frame and an anchor pin, and after a mortar-sprayed layer is formed on the periphery of the mixed- earth bag. CONSTITUTION:Along the face A of a slope, a net unit 1 is stretched, and check nails 11 are driven in. After that, a mixed-earth bag 2 is mounted on the face A of a slope from the upper section of the net unit 1, and the bag 2 is converted with a retaining frame 3 in an embraced manner, and an anchor pin 10 is inserted through the retaining frame 3, and the pin 10 is driven in the hill earth to fix the mixed-earth bag 2 on the face A of the slope. Then, after a profile member 5 of forming a plant-cultivating opening is mounted on the upper surface of the mixed-earth bag 2, a mortar or concrete-sprayed layer 6 is formed on the periphery of the mixed-earth bag 2. Besides, after the profile member 5 is removed, trees and the like are planted at the opening section of the mixed-earth bag positioned at the plant-cultivating opening of the sprayed layer 6.
