PURPOSE:To contract or expand a picture pattern for a short processing time with a simple hardware by selecting a line or row to be changed on the basis of the output of an estimation error counting and comparing means. CONSTITUTION:An estimation error data decoded by a run length decoding circuit 7 is stored in a buffer memory 10. A memory reading controlling part 11 reads out the estimation error data stores in the memory buffer 10 in every line or row. The estimation error data is set up on a line error number register 13 or a row error number register 14 through an error counter 12. The contents of the registers 13, 14 are inputted to a line delete register 19 or a row delete register 20 through a switching circuit 15, a comparator 16, a priority specifying circuit 17, and a switching circuit 18 to determined a line or row to be deleted.
