PURPOSE:To improve an effect of preventing generation of dust, by a method wherein, in relation to outdoor accumulation of coal, etc., after the surface of an accumulation heap is pressurized to increase density thereof, a hardener is applied on a surface part. CONSTITUTION:After an object cumulated mountain-high is stabilized, a highly cumulated object surface is compacted by a compacting roller 1, the density of a surface part, which ranges from the surface to a portion being about 400mm. deep therefrom, is increased by 5-30%, and a film forming agent is spread over the surface to form a film. This constitution provides proper water penetration and permits improvement of the spreading effect of a hardener, resulting in increasing the effect of preventing generation of dust.
