PURPOSE:To increase reliability of lightning protection operation by installing an arrester for switching surge absorption whose series gap is shorter than the arresters of other steel towers at the power transmission steel tower of a substation exit and a system cut-off mechanism at the arrester. CONSTITUTION:An arrester with a series gap is installed at power transmission towers B1-B6, etc. The gap length L1 of an arrester installed at B1 of the exit of a substation A or B2, B3 adjacent thereto is made to be shorter than the gap L2 of an arrester installed at a power transmission steel tower other than those power transmission towers, for example, B4, B6..., so that the gap length L1 is shortened as far as possible until it can withstand a commercial frequency to make the arrester operate without fail upon invasion of switching surge from a substation. A downtime system cut-off mechanism 8 is installed at the tip of an arrester for switching surge absorption where the gap length L1 is formed.
