PURPOSE:To eliminate the necessary of a driving device exclusive for a cleaning unit by lifting and drying the cleaning unit to clean the external surface of a window, which is provided in the lifting path of an elevator for observation, by a lifting and driving device to lift the elevator basket for observation. CONSTITUTION:A window frame 30, whose cross section is almost U-shaped, is fitted in the both sides of a window surface 28 in a lifting path 24 and vertically slid in a state that a guide shoe of a cleaning unit 32 is fitted to the U-shaped end part of the window frame. Then, a wire rope 36 is internally provided to lift and drive the cleaning unit. An upper pulley 38 is provided in the upper end of the lifting path 24 and a lower pulley 40 is provided in a lower end. The wire rope 36 is fitted to circulate between the pulleys and the cleaning unit 32 is linked to this wire rope. An arm 44 is projected in the upper part of an elevator 12 for observation and a clamper 46 is provided in the end part of the arm. Then, the wire rope 36 is clamped by the friction force of a friction material. In case of cleaning, the elevator 2 for observation is moved to a highest floor and the wire rope 36 is clamped by a clamper 46. Then, cleaning operation is executed.
