PURPOSE: To provide a simple, inexpensive and reliable device in such a way that an arm cooperates with a self position arranging assembly and a clamp assembly temporarily clamps a support device at a desired position when the arm transfers a package onto the support device. CONSTITUTION: An arm 13 of a transfer device 10 is free to rotate around a shaft 15 of a lever 16 and has an extending member on its end part. A roving package 11 is engaged in a direction of an arrow 24 by the arm 13 when it arrives on a conveyor 23 for discharge, it is rotated in a direction of an arrow 18 and transferred in accordance with an arrow 25 by a second jack 19. A support device 27 of a conveyor system 26 holds the roving package 11 by a pendulum installation device 28. An assembly 29 of the transfer device 10 drives a jaw 31 connected to a third jack 30 temporarily in a direction of an arrow 32 and clamps each of the support device 27 of the package on both sides at the time when the support device 27 stops at a position to cooperate with the transfer device 10.
