PURPOSE:To efficiently perform the switching processing of a transponder by holding both an out-band frequency corresponding to a transponder in current use and an out-band frequency corresponding to a spare transponder, and automatically conforming all the small satellite earth stations to the spare transponder when the transponder is switched. CONSTITUTION:The out-band frequency corresponding to the spare transponder is informed from a satellite network controller 1 to the small satellite earth station in advance via a satellite access controller 2. When the transponder is switched from the satellite network controller 1 to the satellite access controller 2, the change of the out-band frequency/in-band frequency is instructed corresponding to the spare transponder. The out-band frequencies corresponding to the transponder in current use and the spare transponder are held at the small satellite earth station 4. When a fault in a satellite line is detected, the restoration processing of the satellite line is performed by automatically switching the out-band frequency in current use to the spare out-band frequency. In such a way, the switching processing of the transponder can be efficiently performed.
