The system has a satellite (12) providing multiple beams, and a set of user terminals (UT) (13) e.g. mobile phone. A gateway (18) is communicated with one of the terminals over the system, where each of the terminals within a given frequency band is distinguished from the other terminal that employs orthogonal codes. The satellite is in a geosynchronous (GEO) satellite constellation. The terminals are equipped to receive global positioning system (GPS) signals. The gateway is connected to a public switched telephone network (PSTN) (32).
