PURPOSE:To perform smoothing of a binary character picture in read time and to obtain an output with high quality, by processing the picture based on line information existing in three scanning lines; a scanning line for noted run and upper and lower scanning lines. CONSTITUTION:A binary picture signal Iin to be processed is converted into a start address, end address and density orresponding to each run at a run information section 1, and each run information is stored in a run memory 2 according to each address. Each run information stored is sequentially read out from the memory 2 and stored temporarily in a run register 3 noted for exclusive use of each run, a left run register 4, a right run register 5, an upper run register 6 and a lower run register 7 respectively. A signal of the noted run processed at the processing sections 8 and 9 is fed back to a run conversion section 10 in the state of logical inversion, the noted run information is transmitted from the memory 2 to a reproduction section 1 when the processing for one line is finished and a binary character picture signal Iout is outputted.
