Oil or gas exploration artificial island, serving as working platform, is constructed from steel and or concrete blocks. Blocks (9) are mounted on pontoon (10) and stored on deck of vessel (7). Deck mounted lifting beam (1) pivots outwards and includes winches (8) and cables (6), enabling the pontoon mounted foundation blocks to be lowered in required positions.
