PURPOSE:To improve the response time and to shorten the time up to the reception of a next pulse and enable continuous operation by irradiating a semiconductor with operation light and varying the intensity of nonoperation light which is transmitted through the semiconductor. CONSTITUTION:While the semiconductor device 24 is irradiated continuously with clockwise polarized nonoperation light 28, the semiconductor device 24 is irradiated with clockwise polarized operation light 26 emitted by a circular polarized light generation device 20 only for a time 1ps and and then electron- heavy hole transition is caused in response to the operation light 26 to lose the balanced state, so that the semiconductor device 24 can not absorb the nonoperation light 28 sufficiently. Consequently, the semiconductor device 24 passes the nonoperation light 28 more and increases in transmissivity quickly toward the initial balanced state. The nonoperation light is therefore modulated quickly with 10ps order by the irradiation of the operation light 26 according to a spin relaxation time. Consequently, the modulation is completed in an extremely short time after the irradiation of the operation time and next modulating operation becomes ready.
