PURPOSE:To improve stability of rotation in an idling operational condition by providing such constitution as suppressing elastic deformation of a spring for increasing starting fuel quantity of a fuel quantity adjusting tool by means of an elastic deformation suppressing means in a starting fuel quantity increasing range. CONSTITUTION:A variation rate of tensile force of a start spring 9 is small since both springs 11, 12 for starting increase quantity and idle rotation act in the state of serial connection, during the period that a fuel adjusting quantity tool 2 reaches from the starting fuel increase quantity position Qs to the vicinity of the full load position Qf. An elastic deformation suppressing means 14 caves in operation in the vicinity of the full load position Qf, and the spring 11 for increasing starting fuel quantity is not elastically deformed any more. The variation rate of tensile force of the start spring 9 is made large since only the spring 12 for the idle rotation is put in operation during the period from the full load position Qf to the no load position Qs. The start spring is not operated sensitively in response to slight variation of governer force GS, and the fuel adjusting quantity tool is controlled in its operation slowly.
