PURPOSE: To finally discover an optimal path to the state of a final target by calculating the level of satisfaction according to the level of progress to a direction reaching the state of the final target when reaching one state. CONSTITUTION: A state detector 10 receives the display of the present state through an input line 5, and outputs this information to a nerve cell network device 20 connected with an output line 11. The nerve cell-like network device 20 includes a satisfaction unit 30, and action units 40, 50, 60, and 70, and each is independently operated in parallel so that the network device 20 can be operated at a high speed. The satisfaction unit 30 sets the value of a satisfaction index, and decides the level of satisfaction for progressing to a direction searching for an optimal path to the state of the final target. This level value is transmitted through an output line 35 to the action units, and the better path can be obtained.
