The control signal normally indicates that one conference room is a management side and all other conference rooms are passive sides and a video on the management side conference room is transmitted to all other conference rooms through a fixed means 211. Although the management side conference room is frequently changed in a video conference, the management side conference is usually set up on one conference room.
