PURPOSE: To measure the three-dimensional speed by inclining a pulsated beam of high frequency radar beam in the vertical direction with respect to a predetermined transmitting direction. CONSTITUTION: Antenna sections 32, 34, 36 are connected with a transmitter 40 comprising an oscillator 48 and a modular transmission means 50, or the output terminal of a transmitting/receiving switch 38 connectable with receiving channels 42, 44, 46. Outputs of the channels 42, 44, 46 are connected with the input terminal of a data processor 61 comprising a correlation means 62 and an analyzer 63. The analyzer 63 has an output connected with a recorder 64, a display monitor 66 and a remote measuring system 68. Each section 32, 34, 36 comprises a phase shift means for steering or inclining the beam characteristics of each section such that the beam is shifted by a desired angle from a desired orientation and the vertical direction. The phase shift means 32a, 34a, 36a are operated by a computer system for controlling the radar operation and controlled by a phase control unit 70 for controlling a TR switch 38 synchronously.
