PURPOSE:To facilitate the quick. accurate and easy adjustment of height by adjusting the tightening amount of an anchor arm in such a way as to keep the spring force of a torsion bar spring measured with the height positioned and fixed at the predetermined level, equivalent to an axle load measured with a body kept freely movable in a vertical direction. CONSTITUTION:With a body kept freely movable in a vertical direction, a vehicle axle load W is measured, and displayed on the axle load display section 23 of a display device 22. Then, height H is positioned and fixed at the predetermined level, with a push-up and push-down devices 13 and 14. In this fixed condition, the spring force S of a torsion bar spring 1 is measured on the basis of the reaction force of a wheel 4, by means of the load cell of a measuring instrument 12, and displayed on the spring force display section 24 of the display device 22. Moreover, an operator, while watching an indicated value, adjusts the left side of an axle by tightening the adjustment nut 8 of an anchor bolt 9, so that a value on the display section 24 agrees to a value on another display section 23.
