PURPOSE:To provide a cutter which can easily cut and unseal a milling wrapper of a paper roll and an unsealing device using this cutter. CONSTITUTION:A roll is supporting means is provided which has at least a pair of rollers and supports a paper roll 10 rotatably at a prescribed position. A head surface milling wrapper cutter 48 is mounted projectably toward and end surface of the paper roll 10 so that it can cut off a milling wrapper head surface 18 of a rotating paper roll 10. Another cutter 20 cut off a side milling wrapping 16 has a guide plate part 22 with a flat smooth surface following an outer surface of the paper roll 10 and a blade part 24 planted upright like a rear fin to make a T-shaped cross section with respect to an outer surface of the guide plate part 22 and is, sharpened at a cutter tip end. The side milling wrapper cutter 20 is mounted movably axially along the outer surface of the paper roll 10.
