PURPOSE: To completely cut and unseal package paper by providing a residual tab cutter vertically movably supported on a package paper residual tab cutter supporting plate for cutting a residual tab in peripheral and radial directions of the package paper. ;CONSTITUTION: A vertically driving cylinder device 12 is attached to a tab cutter supporting plate 10, and a residual tab cutter 13 is attached to the tip of a piston rod of the cylinder device 12. Peripherally cutting blades 13A, 13A are formed in an inverted V-shape at the tip of the residual tab cutter 13, and back blades 13B, 13B of a hook lock are formed to stand on a lower side in the vicinity of the peripherally cutting blades 13A, 13A. Thus blades of the back blades 13B, 13B are locked with a cut 14 of the tab, and by further moving them downward the tab is opened 15 in a radial direction of roll paper to have a part 1' of the tab cut.
