PURPOSE:To make judgment accurate by determining an arrangement which indicates whether respective constraint functions are effective or not from the initial values of a flag arrangement which designates parameters on a thrust direction to be optimized and an injection time, and a flag arrangement which shows a formulated constraint function. CONSTITUTION:A flag arrangement DX(I) that designates which parameter of AEF parameters on an AEF thrust direction to be optimized and AEF injection time is made to be optimized is inputted. Next, the initial value of a flag arrangement DCX(I,J) which indicates which parameter of the AEF parameters is a constraint function where operational control is formulated is set. Then flags are taken out of the DX(I) in order and the order of the flags of the flag arrangement DCX(I,J) are rewritten, and a flag arrangement DC(J) which shows whether each of respective constraint functions is effective or not is determined. Moreover, the number of effective constraint is determined to judge whether constraint is effective. It is thus possible to make judgement accurate.
