PURPOSE:To quickly and automatically make substances able to be fixed at different positions with each other in both side of a rope, by carrying out a twisting action with a rope twisting part and bending and cutting action in a series of actions. CONSTITUTION:A pair of 1st and 2nd clippers 30 and 30' in upper and lower which are operated of opening and shutting action by approaching/breaking away of a pair of nipping faces opposing with each other at upper and lower is pivoted to a hinge axis installed in a vicinity of a front end of a horizontal web F1 in a setting base F. Besides, a pair of clipper operating slides 40 and 40' which are installed in slide-free to up and under sliding guiding grooves F3 and F4 in the setting base F, having receiving grooves in which moving blades 82 and 82' and bending means 70 and 70' are individually received, individually jointing with and individually driving the clippers 30 and 30' and thus a pair of opposing nipping faces are approached with each other. Furthermore, a twisting sleeve in which a chuck part is installed along a penetrating hole of the cylinder main body inserted by a longish body and a sleeve rotation part rotating around axis of rotation of the twisting sleeve.
