PURPOSE:To unwind a wire rod without exerting a twist by winding a wire rod around a carrier under a static state as a twist is exerted one time each time one full winding is carried out by means of the eccentric winding part of a rotary flier on the winding side, moving a carrier where winding is completed to a winding completion position, and feeding an empty carrier to a winding position.
