PURPOSE: To ensure that an electrode plate is prevented from becoming shortcircuited by a flock which precipitates by forcing a drained water to flow from below the electrode plate arranged in a direction along the flow after adding a coagulant and a neutralizer to the drained water. ;CONSTITUTION: Coagulant 32, 33 and a neutralizer 34 are added to a drained water 31 and thereby the drained water 31 is turned to a flock. Further, this flock is dumped into an electrolytic floating tank 2. Next, oxygen gas and hydrogen gas which generate from the electrode plate 3 provided at the electrolytic floating tank 2, are mixed with the flocked drainage 31 so that the former sticks to the latter, and the mixture is allowed to become afloat. In this case, the flocked drainage is forcibly circulated from below the electrode plate 3 installed at the electrolytic floating tank 2. Consequently, it is possible to achieve more effective electrolytic floating-up of the tank 2 and prevent the flock which descends without an adequate floating force from precipitating, and the electrode plate from becoming shortcircuited.;COPYRIGHT: (C)1993,JPO&Japio
