PURPOSE:To suppress communication quantity between agents when a cooperative opponent is selected, to solve the concentration of burden on a specific agent, and to reduce influence on another agent due to the abnormality of the agent. CONSTITUTION:Each of plural agents (a) is provided with a self information managing part 11 which manages information with respect to Its own agent, an information exchange part 17 which exchanges the information with respect to its own agent with that of another agent, a problem solving information selection part 15 which selects the information with respect to the problem solution of its own agent from the one of another agent, and a problem solving information managing part 16 which manages the information managed by the self information managing part 11 and the one selected by the problem solving information selection part 15, and the information with respect to its own agent is exchanged with another agent when a new agent enters, and after that, each agent uses managing information with respect to another agent required for the selection of the cooperative opponent to solve its own problem owned by another agent.
