PURPOSE:To enable the flow dividing valve to maintain smooth flow dividing performance, upon actuation of a steering clutch and brake via a change in the stroke of a push cylinder for the throttle control operation of a power steering relief valve having an orifice to keep a small flow amount of oil, and simplify the constitution of a device to ensure cost reduction. CONSTITUTION:A steering hydraulic circuit 4 having a flow dividing valve 1, a steering clutch 2 and an actuating push cylinder 3, is provided with a power steering relief valve 6 having an orifice 46 to effectuate a steering brake 5 via further operation of the push cylinder 3 after releasing the steering clutch 2.
