Even when groundwater, etc., intruding from a crack 1b are transmitted in a clearance 3 between the pipe drain 1 and the impermeable membrane 2 and reach the cut-off material 8, the cut-off material 8 arranged between the pipe drain 1 and the impermeable membrane 2 swells and completely stops water, and the cut-off material 8 is covered with the impermeable membrane 2 and the pipe drain 1.
