PURPOSE:To control the state of combustion of sludge to a faster stable state by compensating a reference manipulated variable by the deviation of a furnace temperature and a target temperature by the inclination of change of a previous furnace temperature and turning the manipulated variable into a final manipulated variable and determining a sludge charge target value on the basis of the final manipulated variable. Each charge target-value arithmetic unit 54 calculates the quantity of sludge directly charged into the sludge incinerator 1 and the quantity of sludge charged into a sludge drier 3 on the basis of the final manipulated variable, and controls a sludge distributor 21.
