An invention relates to the power engineering, in particular to the wind wheels of wind power plants, and it can be used for power supply to different consumers. An object of an invention is simplification of plant construction and increase of its reliability. For this purpose the wind wheel offered consists of two blades (1) that are provided with compensatory balances and stabilizer (3) that is provided with controllers (4) of revolutions said controllers (4) being fixed to the blades (1) by attachments (5), as well as synchronizer coupling a spinning shaft (7) with end faces of spinning shafts (8) by help of carriers (9). Said carriers with one end are fastened to the spring-supported sleeve (10) that is sliding along the spinning shaft (7) provided with spring (11). Besides, the carriers are coupled to the corresponding faces of spinning shafts (8) by an eccentric (6).
