PURPOSE:To eliminate the change of an oscillation frequency in a burst mode by performing the switching of a voltage applied based on a complementary relation with the switch that makes on and off the amplifier in a phase modulator, by the second switch to connect the resistance load having the same power consumption as an amplifier, to the output side of a switch. CONSTITUTION:The output carrier of an oscillator 1 in a system, is amplified at an amplifier 2, and the carrier is phase-modulated at a phase modulator 3 by an information signal (a), and is amplified at an amplifier 4, then being outputted. The operation of the amplifier 4 is controlled by a switch 5 which receives the voltage of a power source 8 and is switched by a control signal (b). At the switch 5, another switch 6 is provided in parallel, and the switch 6 is switched in a complementary relation with the switch 5, thereby, a resistance load 7 having the same power consumption as that of the amplifier 4 is controlled by the switch. And the change in the frequency of the oscillator 1 in the burst mode can be eliminated.
