Data are input (11) from a complete picture having 1440 pixels in each row and 1152 in each column, and divided into 6480 blocks of 16x16 pixels. They are compressed (12) by Gaussian filter to 1620 blocks for an overall or full search (13) for movement. The motion estimates for blocks of the original picture are reconstructed (14) and output (15) on a motion estimation vector portion of the encoding system. In an alternative embodiment, the number of blocks is maintained but each block is reduced to 8x8 pixels. ADVANTAGE - More effective processing is possible with simple equipment despite multiplicity of processing data.
