PURPOSE: To improve the efficiency of the work by providing two or more nozzles, the jet angle of which can be adjusted, in the longitudinal direction of a jet pipe, which can be rotated and moved vertically, and varying the diameter of the tip, where the jet streams cross each other, and controlling the diameter of a consolidation pipe. ;CONSTITUTION: At least two or more nozzles 7a, 7b the jet angle of which can be adjusted, are provided in a jet pipe 6 to be inserted underground in the longitudinal direction with a space. The jet pipe 6 is rotated to be inserted, and the hardening material such as cement milk is jetted at a high pressure from nozzles 7a, 7b so that the radius R at a point T, where crossing jet streams S cross each other, can be changed.
