PURPOSE: To obtain the subject emulsion capable of effectively distributing an anticancer agent to a tumor part and simultaneously improving the target accuracy of the anticancer agent, comprising a water phase containing the anticancer agent and an oil phase containing an oil and a HCO-60 hydrophilic surfactant. CONSTITUTION: An oil phase containing an oil (preferably lipiodol) in an amount of 10-30wt.% based on a prepared emulsion and a hydrophilic surfactant HCO-60 (polyoxyethylene hydrogenated castor oil having 14 HLB) in an amount of 0.1-2.0wt.%, preferably 0.5-1.5wt.% based on the prepared emulsion is formulated with an aqueous solution of an anticancer agent, then stirred in a homogenizer at 50-100 deg.C to give a mixture, which is emulsified to give the objective emulsion. Adriamycin hydrochloride, bleomycin hydrochloride, mitomycin hydrochloride, cytosine C, cyclophosphamide, cytosine arabinoside, methotrexate, actinomycin, cisplastin, daunomycin hydrochloride, and epirubicin hydrochloride are cited as the anticancer agent.
