PURPOSE: To insure good water cut-off property. ;CONSTITUTION: An internally stuffing material 3 is filled in an outer circumferential structure 1 having a jacket type construction or a double sheet pile type construction, so as to constitute a revetment construction of a waste disposal place in the coast territory. In this case, viscous soil or improved coil containing the viscous soil as a main component and of coefficient of permeability under 10^-5cm/sec is used as the internally stuffing material 3.
