PURPOSE: To improve the quality of a connected text, which has the quality degraded, to recognize it by subjecting an operation picture to filter processing and discriminating whether the sharpness of a wedged shape of the picture is reduced by complementing a picture element value of the picture or not and complementing the binary value of the picture element in the case that the sharpness of the picture is not reduced. ;CONSTITUTION: A text recognition processing means 10 receives a binary picture element image of a word, and a word processing means 100 performs filtering and other processings for the purpose of keeping the sharpness (articulation of the outside) of the word picture. A character sectionalizing means 200 divides the word picture into many sections, and each recognized section is characterized in various characteristic parts by a characteristic part extraction means 300, and thereafter, a training means 400 or a recognition means 500 is executed.
