At the time of discharging steel from a converter 1 to a ladle 3, the slag reforming material and slag 5 for reforming consisting of CaO are charged to the ladle 3, and synthetically reformed slag 6 of CaO-Al2O3 base having a low m.p. (≤1600°C) is placed on the molten steel 2.
