PURPOSE: To combine service control programs and to generate various services. ;CONSTITUTION: A service generating means receives a service control program A and adds service attributes and attribute values (S11) and receives a service control program B (S12). One service attribute of the service control program A is selected (S13) and the same service attribute of the service control program B is searched (S14) and attribute values are compared with each other (S15). All of service attrributes are compared (S16); and when all of them coincide, the absence of service contention is decoded to generate the execution program of the service control program A (S17).
