The present invention eliminates methods of recycling dispersed solid and emulsified water-containing waste oil liquids and methods of removing emulsified oil from industrial wastewater streams. According to the process of the present invention, waste oil and industrial wastewater streams are treated with an effective amount of a dispersion of a water-soluble cationic polymer.
