A cutting tool (7) is rotatably attached to the axial shaft (3) of the boring tool, above the level of its cutter head (4). The cutting tool is at the right height to engage a soil (1) layer which remains relatively static compared to rotation of the tool, and to remain static as the shaft rotates. The cutting tool is of diameter less than or equal to that of the cutter head, and consists of one or two blades (8) radiating from the axial shaft. A second cutting tool (13) including a series of interlocking teeth is situated above and/or below the first, for rotation with the shaft.
