PURPOSE:To obtain data to analyze the feature of a dilemma phenomenon in a signal intersection inflow part by operating the speed and position of a vehicle running through the intersection inflow part at the time of a yellow signal generation, and whether the vehicle passes through the intersection or stops at the point. CONSTITUTION:When the vehicle running through the signal intersection inflow part passes through respective measuring points, it is detected by a photo converting element P, and inputted through a signal processing system to a measuring arithmetic unit. When the yellow signal is generated during the running of the vehicle through the intersection inflow part, the position of each vehicle is measured at such a point of time, and the distance and speed between the adjacent measuring points can be calculated by the transit time between them. Further, based on the output of the photo converting element set at the measuring points in the intersection on the extension of a measuring objective lane, whether the vehicle passes through the intersection or stops at it is detected, and the necessary data are outputted through an output device. Thus, the suitable data to analyze the feature of the dilemma phenomenon at the signal intersection inflow part can be obtained.
