PURPOSE: To provide a noise reduction system and a noise reduction method capable of effectively reducing noise even for pictures with large movement. ;CONSTITUTION: A processed frame memory 70 stores the noise-reduced pictures and a movement estimation device 20 discriminates a target picture element block in the processed frame memory 70. The block is for calculating noise- reduced video signals. A movement compensation noise reduction processor connects the noise-reduced picture element block stored in the processed frame memory 70 with the picture element block at present generated from the video signals and generates a movement block composed of noise-reduced picture elements. Relative weight applied to the stored picture element and the picture element at present is determined by the number of the stored picture elements for generating the picture element.
