PURPOSE: To generate plate making information which is high in quality enough for printing from general map digital information such as map information by adding additional information such as necessary note information to map basic information, specifying colors for necessary closed figures, and outputting them. ;CONSTITUTION: An information read means 29 reads map information out of a storage means 22 and an information segmentation means 30 segments all closed figures such as sections present which are present even partially in a certain area as a target part from the read map information. Then a map basic information generating means 31 deletes the periphery of the target part from the segmented map information to generate the map basic information. Then an information adding means 32 adds the additional information such as necessary note information to the map basic information and a color pattern specifying means 33 specifies the colors for the necessary closed figures and outputs them.
