PURPOSE:To construct a soil layer having sufficient vegetating function by a method in which sand and long fibers are sprayed onto a sloped ground to form a reinforced soil layer, and a fertilizer-containing water-holding reinforce soil composed of sand, a humectant material, and a fertilizer is sprayed onto the surface of the reinforced soil layer. CONSTITUTION:While traveling a mobile vehicle, sand is sprayed from a sand nozzle 27 in a circular form, and a continuous long fiber 2 with high-pressure water supplied to an annular water-jetting chamber of a fiber jet nozzle 50 is sucked and jetted onto the sand-sprayed portion from the nozzle 50, where a reinforced soil layer consisting of the mixture of sand and fiber 2 is formed along the sloped ground. A soil improving agent composed of sand, a humectant material, and a fertilizer is then sprayed from a spray nozzle 72 to form a soil layer containing fertilizer and humectant material. The construction work can thus be performed by using lesser amounts of fertilizer and humectant material.
