PURPOSE: To provide a thawing and a steaming apparatus for fish and shell capable of preventing the lowering of the freshness and the quality and free from water pollution by effectively utilizing steam and to provide a thawing and a steaming method. ;CONSTITUTION: By mildly injecting, through a steam-injecting valve, a steam having a pressure of the same level to the atmospheric pressure into a main body 10 where the steam stays, the temperature inside the main body 10 is increased and fish or shell placed in it is thawed or steamed. Further, the injection of the steam is adjusted with a pressure-reducing valve 20, a valve 18 and a valve 19 depending on the kind, the quantity, the type of use, etc., of fish and shell.
