An input signal conversion means 130 normalize the difference between an input signal 101a and its local mean value as a standard deviation of a variance to output normalized data 130a. A signal discrimination means 140 extracts a desired signal from the normalized data 130a based on a weight coefficient 120a to output a signal discrimination result 140a.
