PURPOSE: To shorten the insertion and release time in the case that an alarm indication signal(AIS) is inserted to a drop path at the detection of AIS on both sides of high speed(HS) 1 and HS2 in each node of the self-relieving ring network. ;CONSTITUTION: When AIS is detected on both sides of an AIS detection part 105 on the HS1 side and an AIS detection part 106 on the HS2 side, AIS is inserted to the drop path. At this time, AIS of HS1 or HS2 (depending to which one of HS1 or HS2 a TSW part 107 connects) is transmitted to the drop path as it is by the TSW part 107. At this time, a TSW control part 108 doesn't perform processings at all.
