PURPOSE: To reduce a time for printing and issuing by a method wherein a content to be certificated is printed on paper by a first printing part, certification printing is made by a second printing part, the paper is contained in a paper feed mechanism, and the paper is delivered at the same time after printing of paper of the predetermined issuing number is completed. ;CONSTITUTION: When a requester requesting an issuance of a certificate inserts an ID card into a reading part 11, the reading part 11 reads the ID card. A secret number inputted from an input part 12 is identified by a central control device through a control part 15 and a communication part 16. After that, based on information inputted from the input part 12, certification printing is made. The paper printed with a predetermined form is fed to a second printing part 2 by a paper feed mechanism 3. A certification seal is printed, for example, by embossing. After that, the paper is contained in a temporary stack part 7 formed by upper and lower guides 5, 6.
