PURPOSE: To enable a manager of city water to recognize surely the use quantity of city water and city water charges, even whom an examiner does not visit each home, etc., for the purpose of inspection of a meter. ;CONSTITUTION: In each home and a plant, etc., a city water quality meter device 11 is arranged, and connected to a city water charges centralized processing center 12 through subscriber lines 18, 19. In the city water quantity meter device 11, a city water quantity meter 15 having a function for reading a figure of an existing city water quantity meter and transmitting it is arranged, and transmits an image in accordance with a request of the city water charges centralized processing center 12. In the city water charges centralized processing center 12 side, the quantity consumed is derived by executing an analysis of an image in a data accumulation processor side, and city water charges are calculated.
